Members of a Community Council were told toilet vandals needed to be caught in the act for them to be prosecuted. The council based at Stonehaven in Scotland were informed that a police officer could be standing outside the cubicle whilst someone vandalises the inside, yet no arrests could take place as they did not see the vandalism happen. The block facility has been plagued by much recent petty crime, including graffiti.
